First, open blogger.com and sign up after sign up and log in you see this type of page

you see first thing in this photo is title so fill the title and the second column is address means website name choose anything like mynewwebsite.
after this choose your theme and click on create a blog after clicking it you see the page like this.

And your website is ready for use.
